Can a Langford mortgage be handled remotely?

Yes. A mortgage broker licence in BC is provincial (mine is #MB609900), not city by city.

The process was never built around meeting in person — the application is online, documents go by email or a secure upload link, and most paperwork can be e-signed remotely. The few documents that need a witness get signed with a local lawyer or notary near you, no trip required.

Plenty of clients finish the whole process without meeting in person. Langford works the same way.

Langford, specifically

Langford counted 46,584 residents in the 2021 Census, 11,242 more than in 2016, a 31.8% increase. In the Capital Regional District's census factsheet no other municipality in the region grew as fast: Sooke came next at 16.0%, and the region as a whole grew 8.4%. The City estimated in May 2025 that its current population is approximately 58,000; it is planning for 100,000 residents and projects a 20-year need for 17,000 new homes to accommodate approximately 42,000 new residents.

My mortgage and real estate licences both cover all of BC, so for a home in Langford you can come to me for the mortgage and for buying or selling. Mortgage documents go digital, and most signing happens remotely.

Langford specifics: a new plan, three to six units in R1, suites that carry the rental market, and amenity contributions

Council adopted Langford's new Official Community Plan on June 25, 2025. The City describes densification in the right locations, prioritizing mid-rise and ground-oriented housing and allowing tall buildings only in select, strategic locations, and says the plan surpasses the requirements of the provincial small-scale multi-unit housing legislation. Effective September 1, 2025, the Province's five-year housing target for Langford is 2,993 units.

Bylaw No. 2183 (June 2024) brought the provincial rules into Langford's zoning. In the Residential Infill (R1) zone, for example, a maximum of three units is permitted on lots of 280 m² or less, four on lots between 281 m² and 4,047 m² (1 acre), and six on lots of that size within 400 m of a prescribed transit stop. The staff report on the bylaw also proposed removing the minimum lot size and maximum floor area for secondary suites and reducing the minimum lot size for garden suites to 400 m².

Suites carry much of Langford's rental market. The City's 2020 Housing Needs Report (updated September 2024) counts 4,694 legal secondary suites in City records, and in 2016 there were 4,310 renter households but only 565 primary market rental units, suggesting 87% of renters were served by the secondary rental market.

On costs, the council report notes developers still pay development cost charges for each unit, and the legislation bars amenity contributions on the prescribed minimum density except for the sixth unit near transit. Where rezoning is needed, contributions are set project by project in Schedule AD of the zoning bylaw; some entries charge $381.25 per unit toward the General Amenity Reserve Fund when a project is secured as rental housing, and nothing for units rented at 20% below market for at least five years under a housing agreement registered to title. Owners declare for the speculation and vacancy tax each year, foreign buyers pay the additional transfer tax, and short-term rentals follow the provincial principal residence requirement.
