Based in the Lower Mainland — does this work for Victoria?
Yes. A mortgage broker licence in BC is provincial (mine is #MB609900), not city by city.
The process was never built around meeting in person — the application is online, documents go by email or a secure upload link, and most paperwork can be e-signed remotely. The few documents that need a witness get signed with a local lawyer or notary near you, no trip required.
Plenty of Lower Mainland clients finish the whole process without meeting in person either. Victoria works the same way.

Victoria's population is about 92,000 in the city, roughly 397,000 across the metro area. It's the provincial capital, on the southern tip of Vancouver Island, about 100 km from the mainland by water. The housing stock skews older — a lot of Edwardian-era homes, so renovation history and the age of wiring and plumbing are worth checking.
Getting to the island means a ferry or a flight, so I can't show up for viewings the way a local agent would — for real estate I'd point you to someone based there. The mortgage side isn't limited that way; paperwork and signing mostly happen remotely.
