Richmond, specifically

Richmond counted 209,937 residents in the 2021 Census, up 5.9% from 2016, making it the fourth most populous municipality in Greater Vancouver; the City's own current estimate is about 241,000. It has the highest share of residents of Chinese origin of any city in Canada — 54% in 2021 — and 44.5% of residents reported a Chinese language as their mother tongue, almost evenly split between Cantonese and Mandarin. It's one of the cities where I do the most work in Mandarin.

Richmond's ground rules: floodplain, farmland and the airport

The whole city is designated floodplain. Richmond sits on average about a metre above sea level behind 49 km of dikes and 39 drainage pump stations, and living space in a new home has to be built at or above the flood construction level — one reason so few Richmond houses have basements. The soil is a mix of river silt and organic deposits, so new construction often needs fill and engineered foundations. For a mortgage, this mostly shows up in the appraisal and in what's registered on title, such as the flood indemnity covenants the City has required on newer subdivisions — worth reading before you firm up an offer.

About 39% of Richmond — roughly 4,993 hectares — is in the Agricultural Land Reserve. Since 2017 and 2018 the City has capped the house on farm-zoned (AG1) land at the lesser of a lot-size formula or 400 m², and on lots of 0.2 hectares or more the house and yard must sit within a farm home plate of at most 1,000 m². Farmland lots were also left out of the 2024 small-scale multi-unit rezoning. In the City Centre, growth follows the Canada Line. Capstan Station opened in December 2024, and the Richmond 2050 plan adopted in February 2026 encourages half of the city's new homes in the downtown area within 800 metres of Capstan, Lansdowne and Brighouse stations, with buildings of up to 15 storeys closest to the stations. Around Bridgeport and Aberdeen, the City's aircraft noise policy doesn't allow new homes, and new multi-family buildings in the noise area or near the Canada Line register a noise covenant on each unit's title.

One title issue is specific to Richmond right now: in August 2025 the BC Supreme Court declared Cowichan Tribes' Aboriginal title over about 732 acres in southeast Richmond, and the decision is under appeal. If a property you're considering is in or near that area, ask your lawyer and lender early how they're treating title and financing there.
