Surrey, specifically

Surrey counted 568,322 residents in the 2021 Census, up 9.7% from 2016 — a bigger increase than any other city in Metro Vancouver — and holds about 22% of the region's population. BC Stats estimated about 703,500 by July 2025, and the City's new Official Community Plan, adopted in June 2026, expects a million residents by 2050. Seven in ten Surrey households own their home, compared with about six in ten across Metro Vancouver.

Surrey's suites, the SkyTrain extension and the new zoning

Basement suites are part of how Surrey houses are bought and financed: in 2025, 206 of the 255 new single-family houses the City permitted were built with a secondary suite. Every suite in Surrey must be registered, and it adds its own annual charges to the property — an $893 secondary suite service fee plus garbage, water and sewer for the suite, about $2,340 a year on flat-rate billing — and the City bills $1,000 for each unregistered suite it finds. Lenders are generally more comfortable counting rent from a registered, permitted suite, and some titles carry old land use contracts or building schemes that prohibit suites, so check title before you count on the rent.

The Surrey Langley SkyTrain — the Expo Line's Dave Barrett Extension — will run 16 km along Fraser Highway from King George Station to Langley City, with eight new stations including Green Timbers, 152 Street, Fleetwood, Bakerview-166 Street, Hillcrest-184 Street and Clayton, and service is expected in late 2029. Land within 800 metres of a SkyTrain station is a transit-oriented area, where the City has to allow rezonings of up to 20 storeys closest to the station, so expect more tower presales along that corridor.

Surrey adopted the province's small-scale multi-unit housing zoning in July 2024: on most lots under one acre inside the urban containment boundary you can have up to four homes (three on lots of 280 m² or less, and up to six near a bus stop with 15-minute service). The zone names changed too — the standard single-family RF zones are now R3 Urban Residential. The new zoning didn't legalize suites or coach houses built without permits, so an older unpermitted suite is still unpermitted.

Part of Surrey is also rural or low-lying: the Agricultural Land Reserve covers nearly 30% of the city, and about 20% of its land is floodplain, including Crescent Beach, Mud Bay and parts of Cloverdale. If a listing is in one of those areas, ask early how it affects insurance, building and the appraisal.
